Overview of Plan Urban Development Strategies Strategic Goal     Overview of Plan [Section 1. Background of Establishing Plan] o Gwangyang-si has developed urbanization rapidly since Gwangyang Steel Co. was established in 1981 and has prepared the foundation for the growth and development to the hub city of the Gwangyang bay circle through construction of container quay at Gwangyang port since 1987 and the departure of integrated Gwangyang-si in 1995. o Facilities for improving the quality of residents‘ life including urban foundation, culture, welfare and educational facilities were relatively poor due to IMF foreign exchange crisis and stagnation of national economy in spite of rapid development, Gwangyang’s population and profits from regional development have undergone outflow to neighboring regions and stagnation of urban development has been continued. o As a new world economy order has been established in the age of globalization, localization and knowledge and information, personnel and material exchanges between both Koreas have been activated. o Central government also presented blueprint for realizing the integration of the nation in the 21st century by revising the 4th National Land Development Project in order to cope with domestic and foreign changes and Jeollanam-do province established the 3rd Jeollanam-do Master Plan to reestablish the direction of Jeonnam development. o Therefore, Gwangyang-si needed mid- and long-term development plans with 'practical strategies' to be developed as the worldwide steel and port city based on Gwangyang port, container quay, rear industrial complex and the world best enterprise POSCO as the hub city of the Gwangyang bay circle in regional dimension and as one of central axes for building north-east Asia centered country in the national dimension.     [Section 2. Purpose of Establishing Plans] o To secure urban competitiveness preparing for the age of the Northeast Asia in the 21st century, reflect the reality of local administration to cope with changing administrative environment actively and present future-oriented development strategies o To foster qualitative growth enriching Gwangyang citizens' life, explore discriminating strategies from other local governments by making maximum use of regional characteristics and advantages and construct the city of dream and hope with citizens     [Section 3. Scope of Plans] 1. Scope of Space - All the area of administrative district of Gwangyang-si - Major development strategies include neighboring cities and counties with Gwangyang bay and Jinju area 2. Period : 2003～2020 - Basic Year : 2003 - Short-term Goal Year : 2005 - Mid-term Goal Year : 2010 - Long-term Goal Year : 2020 3. Content - Setting Strategies of Realizing Gwangyang Vision - Setting Development Strategies by Part 4. Character and Application of Plan This plan is nonlegal plan without legal background and will be reflected on Gwangyang-si's urban planning which is legal project and further applied to guideline plan for the administrative consistency.     [Section 4.
